News Description
Part two of Professor David Ellwood's essay in the Center for Public Diplomacy at the University of California addresses Ukraine's sudden surge in the Global Soft Power Index following the Russian invasion in February. Ellwood describes the phenomenon as “inventing a global presence” and credits a strategic use of soft power tools like the Kiev Symphony Orchestra and Eurovision by President Volodymyr Zelenskyy to bolster global support for a country which ranked in the bottom 50% of the Soft Power Index in 2021.
