Bio
Gabriel Cardona-Fox is Associate Fellow at SAIS Europe


Dr. Cardona-Fox's research interests focus on forced migration, health, internal displacement and global governance, particularly the effectiveness of international norms governing forced migration, and the effects of forced returns on fragile states. He serves as Senior Research Associate with the Internal Displacement Research Programme at the University of London.

He served as Senior Monitoring Expert with the Norwegian Refugee Council's (NRC) Internal Displacement Monitoring Centre (IDMC) in Geneva where he co-authored its Global Report on Internal Displacement. Dr. Cardona-Fox also worked for many years as a risk consultant and fraud investigator at Arthur Andersen and Kroll, in New York City, where he conducted a number of high-profile international money-laundering and corruption investigations.

He obtained a PhD in Public Policy from the University of Texas at Austin (2015), an MA from Johns Hopkins SAIS (B’96 ’97), and a BA from Princeton University (1994). His doctoral dissertation at the University of Texas, Exile within Borders: a global look at commitment to the international regime to protect internally displaced persons (Brill Nijhoff, 2019) offered the first systematic and global evaluation of patterns of compliance with the UN Guiding Principles on Internal Displacement. His work has garnered awards from the Academic Council of the United Nations (ACUNS) and the Association for Public Policy Analysis and Management (APPAM). He has consulted with the Global Protection Cluster and a number of international humanitarian NGO.
