- Conflict Management in the Field: Exploring Peace Operations and Peacebuilding
Since the end of the Cold War "peace operations," conducted by international actors (UN, EU, NATO, AU) have become a strategic pillar of international peace and security policy. Over 160,000 international military, police, and civilians are presently deployed in about two dozen missions, many conducted by the UN. These missions are struggling with enormous difficulties. There is confusion regarding the use of force and the proper application of basic principles like "impartiality" and "consent." The popular demand for better "protection of civilians" has exacerbated this problem. In addition, there is increasing skepticism regarding the effectiveness of "post-conflict peacebuilding" - a precondition for missions to exit successfully. The course will review these and other basic issues by exploring the development of peace operations from the deployment of the first UN-Bluehelmets to the present robust, multidimensional missions, including those deployed by regional organizations like the AU, ECOWAS and the EU. It will provide an introduction into the basic norms and principles laid down in the UN Charta regarding safeguarding international peace and security. Ultimately the course aims to provide students with an analytical and empirical understanding of the development of peace operations and peacebuilding since the first mission in 1948 (Palestine).
