In an article published by Aspenia Online, John Harper considers the possibility of a global concert of major powers in the twenty-first century. According to Harper, American elites do not yet appear ready to embrace the notion of genuine collective leadership, and a single dominant power or ideology in today's world is impossible given its diversity.
