The Syrian government's recent decision to integrate thousands of foreign fighters into its national army is a controversial one. But it is also the least bad option. Some of these foreign fighters have moderated and have pledged loyalty to Syria's new government. Others, however, remain more extreme and are beyond the pale of legitimacy. At the same time, Syria's government is overstretched and unable to confront or disarm these more dangerous groups. As such, absorbing the more pragmatic armed groups and foreign fighters in Syria is a pragmatic and necessary step to empower the new government to constrain the extremists.
