Yury Ushakov: The Quiet Power Broker in Russia's Talks With Team Trump
January 29, 2026

Sergey Radchenko
Wilson E. Schmidt Distinguished Professor
Director, Bologna Institute for Policy Research
News Description
Professor Sergey Radchenko says Yuri Ushakov has been central to U.S.–Russia backchannel talks during the Ukraine war and plays a larger role in shaping Russian foreign policy than Foreign Minister Sergei Lavrov. Radchenko likens Ushakov to a U.S. national security adviser with direct access to Putin.
